Dr. Christian Schoop (PICTURED), Partner at DLA Piper in Frankfurt, has been appointed to the plenary of the newly established Expert Commission for Criminal Procedure Code Reform (Expertenkommission zur Reform der Strafprozessordnung) as one of four attorneys in Germany, serving in his capacity as Chairman of the German Criminal Defense Lawyers Association (Deutsche Strafverteidiger).

What we know on the Expert Commission for Criminal Procedure Code Reform

The commission was established by the Federal Ministry of Justice and Consumer Protection (BMJV) under the leadership of Federal Minister Dr. Stefanie Hubig and brings together leading experts from academia and practice to develop decision-making foundations for a comprehensive revision of the Criminal Procedure Code.

According to the BMJV, the goal of the Expert Commission for Criminal Procedure Code Reform is to comprehensively modernize criminal proceedings, advance the digitalization of the justice system, and strengthen victim protection. The commission is tasked with developing proposals on how criminal proceedings can be made more effective, transparent, and constitutional. Particular focus will be placed on accelerating and reducing bureaucracy in proceedings, improving documentation and communication in criminal processes, and adapting to new technical and societal challenges.

According to its own statements, the Federal Government is responding to the increasing complexity of criminal proceedings that has resulted from numerous individual reforms in recent years. The commission unites representatives from academia, practice, and the federal states to ensure a balanced and practically viable reform. Special attention is given to safeguarding the rights of all parties involved in proceedings and making criminal procedures fit for the digital age.

The commission commenced its work on September 25th with an inaugural session at the Federal Ministry of Justice and Consumer Protection in Berlin.
